Expressions of interest for Recruitment of an audit firm to carry out the audit of project acquisitions pagef: fiscal years 2021, 2022 and 2023
3.1 This review engagement must be performed with the due care and professional expertise necessary to achieve its objectives and, to this end, the following steps must be taken: * determine whether procurement processes have been conducted in accordance with the national procurement system and the Financing Agreement, and whether economy and effectiveness. efficiency and equity have been achieved; • Determine, to the extent possible, whether identified non-compliances with the national procurement system and the Funding Agreement, improper practices or questionable decisions/actions may have been related to prohibited practices: • assess whether the execution and management of contracts and disbursements are carried out in accordance with the country%s procurement system, the procurement rules and procedures of the African Development Bank (AfDB) and the Financing Agreements;
Examine any changes made to the procurement system in the country since project approval to determine whether they diverge from the principles defined by the country%s or the Bank%s procurement policies (Reference Para. 3.4); ii. Verify that agreed procurement processes have been followed; iii. Check the technical compliance of the acquisitions made, the physical achievements with the level of disbursement and the price competitiveness of the contracts examined; and iv. Comply with the provisions of the Financing Agreements relating to the Borrower%s obligations to maintain during project implementation one or more executing agencies with the necessary capacity to assume fiduciary responsibilities, particularly with regard to procurement.
