Contract notice: hgv3.0 pre-commercial procurement
Before the actual start of the procurement project hgv 3.0, the client intends to award the contract for the development of a vehicle concept for the vehicles within the framework of the present pre-commercial procurement ("pcp") according to § 116 para. 1 no. 2 of the law against restraints on competition (gwb). the research and development services to be provided by the contractor for the vehicle concept do not become the exclusive property of the customer for his use in carrying out his own work (cf. section 116 (1) no. 2 lit. a) gwb) and not entirely by the customer remunerated (see § 116 para. 1 no. 2 lit. b) gwb). pre-commercial procurement does not fall within the scope of public procurement law. the customer uses this notification form on a voluntary basis. the subject of the order is the development of a vehicle concept in accordance with the guidelines of the german railway industry association (vdb) e.V. valid at the time the order was placed. "quality engineering in the development of rail vehicles and their systems" (vdb guideline) product development process in maturity level 3.2. the planning of the development and the technical implementation of the development goals and the requirements specified in the other tender documents are to be described conceptually in the vehicle concept. the concept must be capable of approval and technologically feasible, and the vehicle to be developed from it must be able to be operated safely.
