Tenders are invited for Recruitment of an international planning expert.
Objective and delimitation of the mission
The tasks to be carried out as part of this support are as follows:
• Conduct an institutional analysis to identify the constraints weighing on the PPBSE chain for the implementation of the PSGE/PAT through all the key actors identified beforehand, but also the assets available to the various actors in terms of capacity. pacities that need to be developed and strengthened;
• Strengthen both intra- and inter-ministerial coordination by making recommendations on the coordination mechanisms to be put in place in order to strengthen synergies;
• Reactivate planning and performance management mechanisms;
• Strengthen the involvement of the Directorate General for Forecasting in the process of the medium-term expenditure framework;
• Identify areas of capacity building consistent with the CEMAC public finance reform;
• Identify the capacity building needs of key actors in the development of sector development and land use planning strategies;
• Propose at the end of the mission the additional expertise profiles to be mobilized to enable the Ministry of Planning and Development and Regional Planning, if necessary, to respond quickly and on time to new challenges.
