Expressions of interest : Consultant for Citizen Engagement – Support for Budget Transparency
The consulting service ( Services ) is required specifically to: (i) Develop a capacity and needs assessment for Parliament, relevant committees, and their staff; (ii) Based on the capacity and needs assessment, design and implement a workshop program and manual for Parliament, relevant committees, and their staff; (iii) Develop a capacity and training needs assessment for Somali media; (iv) Based on the capacity and training needs assessment, design and implement training program and manual for media; and (v) Develop and implement a plan that covers two citizens’ budgets and budget consultation workshops that defines target audiences, key messages for each audience, feedback/input from each audience, communication channels, frequency, and target delivery dates.
