Tender Detail : General procurement notice for Acquisition of rolling stock (vehicles and motorcycles) The Government of the Togolese Republic has obtained, within the framework of the Social Cohesion Project for the northern regions of the Gulf of Guinea (COSO), financing from the International Development Association (IDA) administered by the World Bank in the amount of sixty million (60,000,000) US dollars. The government proposes to use part of these funds to pay for the intellectual services, works, supplies and non-consulting services to be acquired within the framework of this project. The project is structured in five (5) components which are broken down as follows: · Component 1 : Invest in community resilience and inclusion This component will finance investments at the local level to promote the resilience and inclusion of communities in border areas, based on a medium-term territorial vision shared between the countries. These local level investments will be identified and implemented with communities, local governments and targeted groups. Local investments will follow an integrated planning and implementation approach which should be aligned with the medium-term territorial development vision of the target areas. By adapting a community-driven approach, complemented by key data and relevant studies, which takes into account cross-border opportunities and challenges. · Component 2 : Building foundations and capacities for inclusive and resilient communities : This component will finance various training and capacity building activities that can lay the groundwork and strengthen the capacities of local stakeholders in the Gulf of Guinea countries particularly in the four key dimensions :(a) identify and implement sub-projects under component 1; (b) create a basis for the local economic ecosystem with a cross-border vision, which can lead to medium and long-term territorial development in the targeted northern region; (c) equip targeted youth from border communities with the necessary skills to participate in project activities, and; (d) promote a better understanding and practice of social inclusion and cohesion. Beneficiaries of this component will be communities, local governments, community facilitators, local technical staff from line ministries and partners, and some critical stakeholders at the national level. · Component 3: Regional coordination platform and dialogue This component aims to strengthen regional collaboration between the four target countries (Benin, Côte d%Ivoire, Ghana and Togo) to support a coherent response to prevent FCV risks in the Gulf of Guinea.
