General procurement notice for Economic Governance and Capacity Building Technical Assistance – Phase II. The project includes the following components:
Component 1: Sector Level Assessment using the MAPS Methodology.
Component 2: Capacity Building Training:
Component 1: Sector Level Assessment using the MAPS Methodology:
Under this component, the Project will recruit a team of experts who will (i) conduct an
assessment of the functioning and performance of the public procurement system and
market conditions at the health sector level (Health Sector Level Assessment) using the
Supplementary Methodology for the Assessment of Procurement Systems (MAPS) II
module; (ii) evaluate the capacity of the country’s market to respond to the health sector’s
current and future needs; (iii) identify the weaknesses of the procurement market at the
sectoral level (iv) prepare a report on the challenges, gaps and areas of improvement in
the procurement market at the health sector level.
Component 2: Capacity Building Training:
This component will be undertaken as a complementary activity to the capacity building
activities being financed by the African Legal Support Facility (ALSF) under the Angola
Procurement Capacity Building Project. ALSF’s assistance will include capacity building
support to the Government of Angola in connection with understanding, structuring,
managing and executing public procurement in compliance with local laws and
regulations as well as international standards and best practices.
