Tender Detail : General procurement notice for Priority Sewerage Network Upgrades for Blantyre Wastewater System The Government of the Republic of Malawi has applied for financing in the amount of US$ 145 Million equivalent from the World Bank towards the cost of the Malawi Water and Sanitation Project-1 and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. Blantyre Water Board (BWB) will be the main implementing agency of the project and will be supported by Blantyre City Council (BCC). The Project Development Objective (PDO) is to increase access to improved water supply and sanitation services in Blantyre Metropolitan Area and to enhance the operational and financial efficiency of the Blantyre Water Board. The project focuses on four components that contribute to the achievement of the PDO as follows: Component 1 - Water supply improvement This component will finance investments in water production, network stabilization, leak reduction, renewable energy sources, and water network expansion to unserved areas. The proposed investments under this component will contribute to a reduction in the energy intensity of water services through reduced wastage of water and energy, derived from water loss reduction, which will be used to increase water provision in the unserved water-scarce areas of Blantyre City and surrounding peri-urban areas. Component 2 - Priority Sanitation Investments The component will finance interventions to increase access to improved sanitation and reduce environmental pollution that impacts public health. Key investments include the rehabilitation and upgrade of sewer network, connections and priority wastewater treatment plants, including interceptors to collect sewage currently leaking into river streams and reduce environmental pollution, and methane capture to reduce emissions from the wastewater treatment plants, technical assistance, equipment, and tools to improve solid waste sorting and collection at the source with business development support and integration of private sector and waste pickers. The project will also finance the construction of a new solid waste recycling plant and engineered landfill (RPEL) in Chigumula to maximize waste re-use and minimize emissions from uncontrolled solid waste dumping. Furthermore, under this component, the project will finance the construction and upgrade of public sanitation facilities (ten schools, five health centers, and five markets) to reduce the incidence of open defecation in public places and prevent the spread of Cholera. Component 3 - Institutional Capacity Strengthening This component will finance a set of institutional development activities aimed at enhancing BWB%s operational and financial efficiency and addressing identified climate change risks, improving BCC%s capacity to manage sanitation services in order to enhance sustainability of services and climate adaptation and
