PROJECT COMPONENTS (P2-P2RS)
The Project is organized around the following 4 components
Component 1: Strengthening the resilience to climate change of agro-food production
silvo-pastoral and halieutic;
Component 2: Development of agro-sylvo-pastoral and fisheries value chains;
Component 3: Strengthening of adaptive capacities;
Component 4: Program coordination and management.
The Project Has the Following Main Objectives: I) Contribute to Improving Food and Nutritional Security and the Living Conditions of Populations in the Sahel; Ii) Achieve Better Management of Regional Natural Resources and Better Food Security for the Populations of Niger as Well as the Reduction of Poverty, Conflicts and Environmental Migrations.the Rules and Methods of Acquisition Provided in the P2-p2rs - the Open Invitation to Tender (Aoo); - Price Request and Information (Drp); - the Request for Quotation (Dc); - the Purchase Order (Bc); - Selection Based on Quality and Cost (Qcbs); - Selection Based on the Qualifications of Consultants (Sqc); - the Method of Comparing at Least Three (3) Cvs (Ci); and - Selection by Direct Agreement (Ed). The Minister of Agriculture the Modes of Acquisition Retained in the Project Are: (a) Certain Procurements of Works, Goods and Non-intellectual Services Will Be Made in Accordance With the Country%s Procurement System ("National System") Embodied in Law No. 2011/037 of October 28, 2011 on General Principles, Control and Regulation of Public Contracts and Public Service Delegations) and Decree (Decree No. 2016-641/prn/pm of 1 December 2016 on the Code of Public Contracts and Public Service Delegations (Cmp) as Well as Its Various Texts of Application, by Means of Standard Bidding Documents (Dtao), (B) Other Procurements of Works, Goods and Non-intellectual Services as Well as All Procurements of Consulting Services Will Be Made Procurement Methods and Procedures of the Bank%s Procurement Framework (" Bank System ").
