General procurement notice for Slum improvement and integrated urban development project in the Djaga-bouldhouq area - 6 Component
The project will include the following components:
Component A: Improving Governance through Institutional Strengthening: The objective of the
component aims to strengthen the institutional capacities of partner state agencies (DATUH, SIAF,
Municipality and Local Community) through the development of systems and management tools
and operational manuals in the areas of urban planning, land management, municipalities,
monitoring and evaluation systems and communication strategy. The following acquisitions are
planned as part of this component with the following procurement methods:
Develop a new master plan for Djibouti: SFQC/PM
Develop operational rehousing manuals and procedures: SFQC/PM
Component B: Upgrading and restructuring basic urban infrastructure in slums: The objective of
this component is to improve access to services both in the Djaga-Bouldhouq district and in the
commune of Balbala (Site of Rehousing) with a view to implementing the strategy and other
instruments. The following acquisitions are planned as part of this component with the following
procurement methods:
Develop a new site with all basic services - Roads and drinking water supply: International call for
tenders reserved for member countries (AOI/PM)
Basic infrastructure works in Djaga-bouldouq - Roads and drinking water supply: International call
for tenders reserved for member countries (AOI/PM)
Supervision of construction works: Selection based on quality and cost reserved for member
countries (SFQC/PM)
Component C: Community Development Activities: This component aims to provide small grants
to community members for development works in the project area.
Component D: Project Management and Coordination Unit: This component provides support to the
project team, including the provision of vehicles, personnel and advisory services. The following
acquisitions are planned as part of this component with the following procurement methods:
- Recruitment of local and international staff: Recruitment of Individual Consultant (CI)
- Purchase of vehicles: Consultation of suppliers (CF)
Component E: CERC: This zero-value standalone component is integrated into the project to allow
current project resources to be used to cover emergency response activities in the event of a disaster,
pandemic or major flood, etc. .
