General Procurement Notice for Development and equipment of irrigated forage plots and grazing area (lot 2)
1-Project objectives The overall objective of the project is to contribute to improving food security and reducing poverty . The specific objectives of the project are: Improve the productivity of dairy farms; Boost the value chain of milk and dairy products by structuring the collection and processing of milk from targeted farms; Promote the consumption of milk and dairy products through nutritional education of groups at risk of nutritional vulnerability; Facilitate access to financing. 2-Project components The project has seven (07) components: (i) Improvement of the performance of dairy farms; (ii) Revitalization of the national value chain of milk and dairy products; (iii) Promotion of the consumption of milk and dairy products; (iv) Access to financing; (v) Project coordination and management , (vi) Emergency response (CERC) and Financial audit: Component-1 . Improved performance of dairy farms : This component aims to improve the productivity of cows and the production of livestock in order to guarantee a consistent supply (quality and quantity of milk) and sustainable supply of the dairy. The objective of this component is to ensure the availability of infrastructure and production/processing equipment as well as inputs to increase the production and productivity of milk and dairy products. The activities under this component include : (i) the construction, equipment and commissioning of the Performing Cattle Multiplication Unit (UMBP), the rehabilitation of the KOMKI IPALA breeding station, the construction of three breeding stations, the development and equipment of irrigated forage plots and a grazing area, the acquisition of artificial insemination kits (30,000 doses and 20 kits), the acquisition of food supplements and exotic breed animals; (ii) promoting artificial insemination on farms, improving access to zootechnical and veterinary inputs and input production technologies and reproduction through the creation of working capital in the form of buffer stocks in the Milk Collection Centers (CCL). Component-2. Dynamization of the national value chain of milk and dairy products : This component aims to revitalize the national value chains of milk and dairy products. It consists of the following two sub-components: (i) operationalization of the dairy and (ii) establishment of a milk collection network. The activities under this component include : (i) the construction, equipment and commissioning of a dairy and 20 milk collection centers according to the turnkey market formula, the recruitment of an engineer advice for project assistance for the creation and operationalization of infrastructure and the recruitment of consultants to recruit dairy and CCL staff.
