Expressions of interest : Development of Islamic Finance in Mauritania - General Notice of Procurement
The project will include the following components:
Component A
has. Conduct a comprehensive analysis of the gaps between the existing regulatory framework for the Islamic financial services industry and the industry standard through a comparison with three jurisdictions.
b. Draft a regulatory framework for Islamic banks covering all prudential norms, from licensing to solvency standards, including, among others, capital adequacy, risk management, liquidity management, credit requirements Islamic windows, etc.
c. Prepare operational procedure manuals covering the missions, tasks and reporting mechanisms of the Sharia Supervisory Board.
d. Prepare documentation on the technical characteristics of Islamic products.
e. Review the money market regulatory provisions in force at the BCM in order to develop and propose Sharia-compliant instruments specifically for liquidity management by the BCM and instruments for the interbank market.
f. Review the current payment system and its suitability for Islamic banks and propose amendments based on best practices.
Component B
Implement a four-part capacity building program to train BCM staff and relevant stakeholders on the newly introduced regulations. Some programs will be exclusively aimed at BCM staff, while others will be open to market players and stakeholders in the field.
The award of contracts financed by the IDB will be carried out in accordance with the procedures specified in the Guidelines for Procurement of Consulting Services in the context of Project Financing by the IDB (published in April 2019, revised in February 2023).
