The project aims to contribute to food security, stimulate economic growth, and improve household incomes through the enhancement of production, processing, marketing, and support for private sector participation in the cassava value chain. The project includes six components: (i) Increasing cassava production and productivity; (ii) Valorization and market access; (iii) Promotion of a favorable political and institutional environment; (iv) Soil fertility mapping and agropole studies; (v) Support to the Project Management Unit (UGP); and (vi) Financial audit. preparation of soils for 40,000 ha, extension of a semi-autotrophic hydroponics laboratory, construction of 2 modern greenhouses, construction of a hangar for processing and storage of cassava cuttings, development of 70 ha of irrigated perimeter for cassava cuttings multiplication, construction/rehabilitation of 10 cassava processing units, construction of 5 cassava flour production units, acquisition of motorized agricultural equipment including tractors and accessories, acquisition of vehicles and motorcycles, acquisition of storage and processing equipment for cuttings, acquisition of quality cassava cuttings for 40,000 ha, acquisition of equipment for the Semi-autotrophic Hydroponics laboratory, acquisition of fertilizers and pesticides for 41,215 ha, acquisition of agricultural tools for 20,000 cassava producers, acquisition of equipment for 10 cassava processing units/5 cassava flour production units for bread, acquisition of equipment for valorization of by-products for women and youth, acquisition of logistical equipment for value chain actors, design, control and supervision of construction/rehabilitation works, studies on two agropoles, soil mapping, training of key value chain actors, strengthening technical capacities of financial institutions, selection of an individual consultant for the final evaluation of the project, financial audit services.

The project aims to reduce the high rate of rice imports and strengthen economic growth through the improvement of rice production, processing, and marketing. Specifically, the project will enhance and increase rice production and productivity, add value, increase income for rice farmers, particularly women and youth, strengthen resilience and adaptability of rice farms to climate change, boost national and regional rice trade, and improve the organization of the rice sector.
